SGIP step ticks down one notch; PG&E B-19 GA filing lands.

SGIP step

PG&E large-scale storage budget allocation crossed the next tranche threshold on Friday, moving the program to Step 4. Filings in flight at Step 3 must complete within the standard grace window.

PG&E rates

B-19 General Service GA filing submitted Tuesday. Capacity charges show a structural 9.4% lift relative to the prior cycle. TOU windows unchanged.

Air districts

BAAQMD Rule 9-8 amendment language posted for public comment; no immediate effect on carbonate fuel cell siting.

Treasury post-OBBBA §48 guidance; transferability discount tightens.

Federal · §48 ITC

Treasury issued Notice 2026-08 clarifying the post-OBBBA flat-30% mechanic for fuel cell projects with begin-of-construction after 12/31/2025. Cost-basis substantiation requirements expanded by two line items.

Transferability market

Active brokers reporting bid discounts compressing from 8–10% to 5–7% on Q2 fuel-cell credits with full substantiation packages. Underwriting demand for documentation set has materially increased.

Interconnection queue

PG&E posted updated cluster study results; commercial queue movement remains 5–9 years for new export.

MIP · Microgrid Incentive

CPUC confirmed Tranche 3 of the $79.2M PG&E Microgrid Incentive Program will open in 2027 — final tranche. Developers should pre-position with DVC anchor sites and CBO partners now.

Equity-resiliency

ALJ ruling clarified eligibility criteria for the SGIP equity-resiliency adder; HFTD Tier 2/3 zones in eight additional counties added.

Air districts

SJVAPCD posted a clarification memo on Rule 4702 applicability to carbonate platforms. No new constraint; existing exemption affirmed.
